THE DECLARATION OF A THIRD CONGRESS OF CITIZENS

In Congress, September 14, 2026

A nation must confront a government that ceases to serve its people. We hold these truths to be self-evident: that all people are created equal, endowed with unalienable Rights, among which are Life, Liberty, and the pursuit of Happiness; that governments derive their powers from the consent of the governed; and that when government becomes destructive of these ends, the people have the right to alter or abolish it.

We do not act lightly. But a long train of abuses evincing a design toward absolute despotism gives the people both the right and the duty to demand new guards for their security. To prove this, let facts be submitted:

Against the Executive: He has ignored duly passed laws, allowed critical legislation to die without action, and conditioned federal aid on political surrender. He has summoned officials to irregular closed-door meetings to coerce agreement, attacked legislative bodies that opposed him, and left vital offices vacant. He has undermined judicial independence, placed loyalty above constitutional fidelity in law enforcement, and deployed federal agents against citizens in peacetime. He has shielded armed agents from accountability, punished political opponents economically, and denied due process through arbitrary detention and deportation. He has asserted the power to rule by decree and labeled broad categories of Americans as enemies of the state. And he threatens to run for a third term.

Against the Legislative Branch: Members of Congress have refused to check executive overreach, enabled misconduct through silence and delay, weakened oversight, and prioritized party over constituents — becoming active participants in the erosion of liberty.

Against the Judicial Branch: Courts have permitted the weaponization of law against opponents while extending leniency to allies, creating two tiers of justice. They have failed to restrain executive and legislative overreach, shielded officials through expansive immunity doctrines, and subordinated the Constitution to political fashion. A judiciary that no longer dispenses equal justice ceases to be a court and becomes an instrument of faction.

We have sought redress through every lawful channel — elections, petitions, organizing, litigation — and have too often been ignored. This is a systemic breakdown of constitutional order.

Therefore, We the People, assembled in this Third Congress of Citizens, do solemnly declare: that the American people retain full sovereign power to organize, petition, litigate, vote, and hold every branch accountable by all lawful and peaceful means; that we reject any government that treats citizens as subjects or adversaries; and that we stand for a restored Republic where justice is a right guaranteed to all.

With firm reliance on divine Providence and a Super Law Firm, we pledge to one another our lives, our fortunes, and our sacred honor.
